Anastase Shyaka

Professor Anastase Shyaka, is a Rwandan academic, politician, and diplomat. He is currently the Ambassador of the Republic of Rwanda to the Republic of Poland, since 2021. Prof. Shyaka served as Minister of Local Government ( Minaloc ) in Rwanda’s Cabinet from 2018 to 2021. Prior to that he served as CEO of Rwanda Governance Board ( RGB) and Professor of Political Science and Director of Center for Conflict Management (CCM) at the University of Rwanda. Among his many contributions at CCM, he spearheaded the establishment of two Masters programs: Genocide Studies and Prevention, and Peace and Development Studies. In 2007, he was the Fulbright Scholar in Residence at George Mason University and Northern Virginia Community College (NVCC), an award of the USA State dpt. In 2011, as the founding Chief Executive Officer of the Rwandan Governance Board (RGB), Shyaka worked to develop the Rwanda Governance Scorecard, an kind of governance index aiming to spur accountability and service delivery across all governing agencies in the country. Anastase Shyaka has held other collaborative leadership roles. In 2008, He was entrusted by Government of Rwanda (GoR) to spearhead the Joint Governance Assessment ( JGA), a framework of GoR and its development Partners (DPs) to collaboratively engage on governance matters. After Rwanda joined the EAC in 2007, He was appointed the chairperson of the National Consultative Committee (NCC), to fast track the East African Community (EAC) political federation. From 2013-2016, He served on the Board of the UNDP Global Center for Public Service Excellence (based then in Singapore). He is also the Founding Member of the Section on African Public Administration of the American Society of Public Administration (ASPA). Prof. Shyaka holds MSc from Warsaw University of Technology and a PhD in Political science from the University of Gdańsk in Poland.
