Mayor of Rybnik since December 2014, Rybnik City Councilor from 2006 to 2014, and a history teacher by profession.
A graduate of the Silesian Insurgents High School No. 1 in Rybnik. He earned his higher education at the Faculty of Social Sciences of the University of Silesia, majoring in history. He also completed postgraduate studies at the Faculty of Philology of the University of Silesia and at the Tischner European University in Kraków. Until 2014, he worked at the Andrzej Frycz Modrzewski High School No. 2 in Rybnik, teaching history and social studies. Since 2006, he has been involved in the Rybnik local government. He was elected a Rybnik City Councilor and served as Chairman of the Civic Platform Councilors’ Club. After the 2014 local elections, he became Mayor of Rybnik. He successfully ran for re-election in 2018 and 2024.
As the city’s mayor, he prioritizes social dialogue and resident engagement in activities that benefit Rybnik. He actively pursues external funding for the city’s development. Thanks to his efforts, the Silesian Voivodeship Board selected Rybnik’s project for funding, including the first phase of the Racibórz-Pszczyna road construction in Rybnik. This is the highest funding ever awarded to a project implemented by Rybnik during its dozen-plus years of applying for EU funds. As Mayor of Rybnik, Piotr Kuczera focused, among other things, on intensifying efforts to improve air quality in the city.
Implementing a coherent cycling policy, formulating clear funding principles for sports clubs, striving to revitalize Rybnik’s heritage sites and unify the aesthetics of urban space, increasing investor interest in Rybnik, establishing closer collaborations with universities and businesses, and fostering interest in technological innovation (especially hydrogen technologies) – these are the areas that define the character of his mayoralty. Piotr Kuczera is also involved in supra-local activities. As chairman of the Silesian Association of Municipalities and Districts, he undertakes initiatives for the development of the region. He is also deputy chairman of the Western Subregion of the Silesian Voivodeship, based in Rybnik. He also represents Rybnik in the Association of Polish Cities.
Since January 2025, as a representative of the Silesian Voivodeship, he has served as a member of the European Union Committee of the Regions, where he actively serves on two committees: the Committee on the Environment, Climate Change, and Energy and the Committee on Social Policy, Education, Employment, Research, and Culture.
In his private life, he is a passionate photographer and a lover of good literature. He spends his free time caring for his garden.
