Grażyna Szotkowska graduated from the Faculty of Civil Engineering and Architecture at Szczecin University of Technology. She completed specialist courses in property management organised by the Institute of Real Estate Management, the Polish Federation of Real Estate Market, the Institute of Housing Management, and the Chamber of Housing and Municipal Services. She holds a professional property manager’s licence. From October 2003 to December 2004, she was a member of the first-term Infrastructure Development Council. She also served as a member of the first-term State Qualification Commission’s Subcommittee for Property Management and as a member of the second-term Professional Responsibility Commission under the President of the Office for Housing and Urban Development. In March 2008, she completed postgraduate Master of Business Administration studies delivered by the Business Development Centre at the West Pomeranian Business School in Szczecin.
From 1982 to 1996, she worked for the Municipal Housing Management Company and subsequently for the Municipal Building Administration. From 1996 to 1997, she served as Deputy Head of the Municipal Buildings and Premises Department at Szczecin City Hall. From 23 December 1996 to 31 March 2026, she served as President of the Management Board and Chief Executive Officer of Szczecińskie Towarzystwo Budownictwa Społecznego Sp. z o.o. (Szczecińskie TBS). She currently serves as the Mayor of Szczecin’s Plenipotentiary for Housing Investment and Social Policy.
In the 1990s, she co-developed Szczecin’s Local Housing Policy and the city’s Renovation Strategy, both pioneering documents in their field. She also co-created Szczecińskie TBS as an instrument for implementing these policies. It was Poland’s first social housing association whose responsibilities, from the outset, included managing the municipal housing stock and preparing and carrying out comprehensive regeneration of historic inner-city buildings with funding from the National Housing Fund.
In her investment activities, she has drawn not only on loans from the National Housing Fund but also on all available sources of financing, including the Thermomodernisation Fund, EU funding under the European Union’s Fifth Framework Programme for innovative energy-efficiency and environmental protection initiatives, and commercial loans for investment projects involving the regeneration of inner-city residential buildings. Szczecińskie TBS, including the housing stock of TBS “Prawobrzeże”, which it took over in 2021, has built more than 5,350 new homes and renovated or refurbished approximately 630 homes.
The comprehensive regeneration projects she led in Szczecin, supported by funding from Bank Gospodarstwa Krajowego available under government housing programmes, remain unparalleled in Poland. These include the regeneration of an urban block in Szczecin’s Turzyn district, an inner-city block known as Quarter No. 23, and a further block, Quarter No. 36, which is nearing completion and is due to be brought into use in the fourth quarter of 2026.
She is a founding member and former Management Board member of the “Zachodniopomorskie Tebeesy” Association and currently serves on its Programme Council. She actively contributes to the preparation of opinions on government and parliamentary draft legislation concerning support for social rental housing.
