Elena Gordeeva is Director, Head of Infrastructure Europe at the European Bank for Reconstruction and Development (EBRD), leading the EBRD’s activities in sustainable, resilient and inclusive infrastructure development across Central and South-Eastern Europe, the Baltic states, Ukraine and Moldova. With more than 25 years of experience in emerging markets and development finance, Elena has supported the delivery of public and private investments, including PPPs, while advancing policy reform at both national and local levels, working closely with governments, private sector clients, donors and co-financiers.
