Julian Rotter is a long-serving civil servant and manager with professional experience gained in international organizations and aviation institutions.
At the Civil Aviation Authority, he worked in the Office of the President, the Air Transport Market Department, and the International Affairs Department. From 2015 to 2018, he served as a State Liaison Officer (SLO) at the European Organization for the Safety of Air Navigation (EUROCONTROL) in Brussels. He also led the Support Office of one of the Executive Directors at the headquarters of the International Criminal Police Organization (INTERPOL) in Lyon.
Throughout his career, he has actively participated in the work of the decision-making bodies of the major aviation organizations, including EUROCONTROL, the European Union Aviation Safety Agency (EASA), where he served as an Alternate Member of the Management Board, the European Civil Aviation Conference (ECAC), and the International Civil Aviation Organization (ICAO).
He holds a degree in Law from Lazarski University, where he was awarded a scholarship by the Minister of Science and Higher Education for outstanding academic achievements. He also completed an English-language postgraduate course in Economic Diplomacy at SGH Warsaw School of Economics, as well as a program at the Singapore Aviation Academy (SAA), where he obtained a diploma in Civil Aviation Management. As a recipient of a scholarship from the National University of Singapore, he completed a unique program at the Lee Kuan Yew School of Public Policy focused on management and leadership in the public sector (Senior Fellowship in Public Service). Under an OECD/NEA scholarship, he completed a program at the University of Montpellier and received a university diploma in International Nuclear Law.
He has also participated in courses and training programs organized by Harvard Law School, The Hague Academy of International Law, the European Space Agency, the European Academy of Diplomacy, and NATO School Oberammergau.
