Franciszek Nowak

Franciszek Nowak is a Principal Specialist at the Department of Electromobility, Fuels and Hydrogen Economy of the Polish Ministry of Energy, where he works on the legal and regulatory framework for hydrogen. His work covers the drafting of national hydrogen legislation, the transposition of EU law (including Directive (EU) 2024/1788 and RED III), and bilateral cooperation with partner countries. Previously he worked as an EU policy analyst in Brussels, handling legislative files such as the EU ETS and CBAM, at the Chancellery of the Prime Minister of Poland, and as a climate lawyer advising energy companies. He holds degrees in law from the Jagiellonian University and the Université d’Orléans, and an MA from the College of Europe. Currently, he is a PhD student at the Warsaw University, researching EU capabilities to create lead markets.
